Effective October 6, 2026. These terms are the agreement between you and filing.win (“filing.win”, “we”) for using filing.win. By using the site you agree to them.
What filing.win is
filing.win puts public records side by side: the city’s record of a ticket, how past hearings on the same charge were decided, and the text of the law. That is all it does.

filing.win is not a law firm or a lawyer, and nothing on filing.win is legal advice. Using filing.win does not create a lawyer–client relationship with anyone. Nobody at filing.win reviews your case. We don’t tell you whether to dispute or pay a ticket, what to argue, or how your hearing will go. If you want advice about your situation, a lawyer or a legal aid organization can give it.
No promises about outcomes
We don’t promise or predict any result. Past outcomes describe other people’s hearings, not yours. A hearing officer decides each case on its own facts.
The estimate is a statistic
Where filing.win shows an estimate such as “about X% of tickets most like this one were dismissed”, that number is calculated from past public hearing decisions on tickets with similar recorded details. It is not a prediction of your hearing, and it doesn’t account for anything that isn’t in the city’s records. How it is built and how well it has tested is on the Method page.
The records
Ticket records, hearing outcomes and sign listings come from New York City’s public data. They can be late, incomplete or wrong, and the city can change them. A ticket can take days to appear. The city’s own record and the ticket you were given control; check deadlines and amounts with the city before you act. We don’t guarantee that any record is accurate or current.
Your letter is yours
The letter holds only the choices you make and the words you type, with the law quoted. You decide what goes in it, whether to send it, and where. Read it before you send it and change anything that isn’t exactly right. You are responsible for its truth: the law lets a dismissal won by a false statement be set aside.
Using filing.win fairly
- Watch only plates on vehicles you own or whose tickets you manage. Don’t use filing.win to follow or keep track of another person.
- Give us an email address that is yours.
- Don’t overload the site, copy it in bulk, or try to get around the steps that open a report.
We may stop a watch, or stop providing filing.win to anyone, if we believe these rules are being broken.
If you think someone is watching your plate without the right to, write to [contact email pending] with the plate and state.
Plate Watch (free)
Free Plate Watch checks the city’s public records for your plate once a day and emails you when a new ticket appears, plus one reminder before day 30 of an open ticket. The city’s records lag behind the day a ticket is written, so an email can arrive days after the ticket was issued, or not at all if the city’s records are late or wrong. Don’t rely on Plate Watch as your only notice. A free Plate Watch covers up to 3 plates for each email address. We may change or end the free service at any time.
Plate Watch Plus subscriptions
Plate Watch Plus is a paid subscription that checks the city’s public records for a plate every day and emails you when a new ticket appears, with the full report ready. It does not give legal advice and does not change what a report says.
- Price and automatic renewal. Plate Watch Plus costs the price shown next to the button you press, charged when you start and again on the same day of each month, or the same date each year, until you cancel. It renews automatically at the price you agreed to. The price, how often you are charged and how to cancel are shown to you before you pay, in a box next to the button, and in the confirmation email we send right after.
- Cancel any time, online. Go to filing.win/watch/manage, enter your email address, and open the link we send you; or use the “Manage or cancel” link at the bottom of any Plate Watch Plus email; or reply “cancel” to any of our emails and we will cancel it the same day. To avoid the next charge, cancel before your renewal date. Cancelling is one step. We may offer you something to stay, but we will not make you wait, sit through a survey or call anyone to cancel.
- After you cancel. You keep Plate Watch Plus until the end of the period you already paid for, and you are not charged again. We don’t refund partial periods.
- Yearly plans. We email you 15 to 45 days before a yearly plan renews, with the price, the renewal date and how to cancel.
- Price changes. If a price ever changes, we email you at least 5 business days, and no more than 30 days, before it applies to you. We will either ask you to agree to the new price, or, if you cancel within 14 days after the first charge at the new price, refund the unused part of that period. If you don’t agree, you keep your current price until the end of the period you paid for, and you are not charged the new price.
- Mistakes. If we charge you by mistake, we refund it.
- Payments. Stripe takes your payment. We never see your card number.
Changes
We may change filing.win and these terms. If a change to these terms affects a paid subscription, we will email you before it applies. Using filing.win after a change means you accept the new terms.
Disclaimer and limits
filing.win is provided “as is”. To the extent the law allows, we disclaim all warranties, including that the records are accurate or complete or that the site will always be available. To the extent the law allows, we are not liable for any indirect or consequential loss, including late penalties or a hearing result, and our total liability to you is limited to the amount you paid us in the 12 months before the claim, or $50 if you paid nothing.
Law and disputes
New York law governs these terms. You may bring a claim in small claims court where you live, or in the state or federal courts in New York County, New York.
